The object is either In Line with Text -- in which case it's inserted into a paragraph as though it were any typed alphanumeric character -- or it has Text wrap of some sort applied to it. Text Wrap causes the object to become a floating object which is still anchored to a paragraph.
In short, what you're asking cannot be done.. at least not in the manner most would envision it.
It sounds like you're attempting to create a template from which new documents will be generated. If so, it's hard to offer specifics with nothing more to go on, but it wouldn't be surprising to find that Tables, Sections, Form Controls & Protection will need to be a part of your future.
